Hello, I see many rubbish, spam and total offtoppic messages (like this one for example: http://ubnt.com/forum/viewtopic.php?t=7428) in this forum, I wonder why they aren't deleted?

Considering that post represents perhaps one out of a thousands posts, its not worth the effort. In reality, not counting the Introductions forum, there is remarkably little off topic posts.
